The Former President's Progressive Alarm Overlooks Europe's True Threat: Economic Decline.

The recent US security policy document presents a flawed view of the European Union. The document asserts that unrestrained immigration and what it terms "woke" agendas pose an existential risk to European civilization. Yet, this perspective rests on a serious misreading of the reality. The true danger confronting Europe is not cultural but economic and technological backwardness.

The Stark Economic Gap Between Europe and the US

Statistics paint a sobering picture. From 2008 and 2023, US GDP grew by 87%, compared to a mere thirteen and a half percent increase for the European Union. During this time, EU GDP per capita fell from over three-quarters to just 50% of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than major European economies like Italy and France.

Currently, about 50% of the global 50 largest tech companies are US-based, while only four are from Europe.

The Innovation Deficit: A Critical Problem

The growing disparity is driven by superior productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The landscape of world technology dominance is decidedly US-centric. In the last five decades, hundreds of American startups have scaled into enterprises valued at over ten billion dollars, compared with just 14 in Europe.

This disparity prompts a vital question: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, what is Europe positioned? Experts widely concede it is essentially a two-horse race involving the US and China, with Europe entering at a clear handicap.

Underlying Factors of Europe's Technological Lag

Several major reasons account for this technological divide.

  • Venture Capital: The United States has a much more robust and agile system for funding startups. Europe still lacks a genuine capital markets union, a factor that limits the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper Europe. A US startup can introduce a product under one set of laws to access a market of hundreds of millions. The European Union, despite a larger population, is split among 27 different national systems, creating huge market obstacles.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In some EU nations, business failure was historically viewed with penalties, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has eroded its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these challenges, one can find reasons for optimism. European leaders are increasingly aware of the existential challenge and have started to advance substantial change. Notable reports on European competitiveness and the internal market highlight the necessity of sweeping reforms.

With the right incentives and regulatory reforms, Europe's strengths might enable far greater degrees of commercial innovation.

Europe retains significant strengths: high-quality human capital, excellent schools and universities, and premier research institutions. Alongside a large internal market and high savings rates, these foundations have the potential to unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating next-generation technologies, it can still dramatically increase productivity by adopting and adapting advancements from elsewhere.

A Critical Juncture

The European Union now faces a critical moment. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. However, without bold steps to address its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in world influence.
