Ukrainian President Volodymyr Zelensky Asserts He Lacks Definitive Defense Guarantee from European Partners
President Zelensky has stated that European allies have not given him solid assurances that they will defend Ukraine in the event of a future Russian attack.
"I am asking this very question to all our partners and I have not received a clear, unambiguous answer yet," he told reporters on midweek.
His comments come a day after the UK and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a pledge at talks in Paris on the previous day.
Outcomes from the Paris Discussions
Following the negotiations in Paris, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron subsequently indicated thousands of troops may be deployed.
Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
Moscow has thus far remained silent on the announcement made in the city of Paris.
Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukrainian territory.
The President's Evolving Stance
Sir Keir described the joint statement as "a vital part of our dedication to support Ukraine for the foreseeable future".
He added: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."
Zelensky hailed that agreement as a "huge step forward".
A day later, however, he seemed more cautious.
"I perceive the determination, the political will, and that the partners are ready, and the allies are willing to give us strong sanctions, strong security guarantees," he said when questioned if nations in Europe would come to Ukraine's aid.
"But as long as we lack such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend primarily on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
Negotiations in Paris were also notable owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
Witkoff said the participating countries "largely finished" their work on finalizing security arrangements.
Last week, Zelensky said a settlement was "ninety percent complete".
Territorial concessions and security guarantees have been at the forefront of outstanding matters for negotiators.
The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to conclude hostilities.
The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.
Russian forces currently controls about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions form the Donbas industrial heartland.
It has been intensifying attacks against cities in Ukraine - particularly targeting power facilities. Moscow is also achieving slow progress in capturing more Ukrainian territory.
Ukrainian forces have retaliated at Russian targets with drones, albeit with more limited success.
